- Preheat your oven to 350°F (175°C). Gather a large baking dish, preferably 9x13 inches.
- In your large baking dish, combine the all-purpose flour, sugar, unsweetened cocoa powder, baking powder, and salt. Mix well for about one minute.
- Pour in the milk, vanilla extract, and vegetable oil. Stir gently until the batter is smooth and well combined.
- Spread the batter evenly across the bottom of the baking dish.
- Sprinkle the top with brown sugar and a dash of cocoa powder.
- Carefully pour the very hot water over the top of the batter; do not stir.
- Bake for approximately 40 minutes. The top should appear set while still being soft underneath.
- Allow the cake to cool for a few minutes before serving warm, preferably with vanilla ice cream.
