- Preheat your oven to 350°F (175°C) and line a 9x13-inch baking pan with parchment paper.
- In a large mixing bowl, whisk together melted butter, granulated sugar, and light brown sugar until smooth.
- Add eggs one at a time, stirring well after each addition, then mix in the vanilla extract.
- In a separate bowl, whisk together flour, baking soda, and sea salt. Gradually mix into wet ingredients.
- Fold in chocolate chips evenly throughout the dough.
- Press two-thirds of the cookie dough into the bottom of the prepared baking pan.
- In a saucepan over low heat, combine soft caramels and sweetened condensed milk, stirring until smooth.
- Pour the caramel mixture over the cookie dough base and drop spoonfuls of the remaining dough on top.
- Bake for 30-35 minutes until golden brown and edges are set; toothpick test for doneness.
