  1. Combine the chopped shrimp, cream cheese, minced garlic, and green onions in a mixing bowl. Season with salt and pepper.
  2. Take one wonton wrapper and spoon a small amount of filling into the center. Moisten edges with water and fold to seal.
  3. Heat about two inches of oil in a skillet over medium-high heat until it reaches 350°F (175°C).
  4. Fry the wontons in batches for 3-4 minutes until golden brown and crispy, turning occasionally.
